Thing Yan or known as Myanmar New Year is the most exciting festival of the year which is celebrated national wide. It often takes place in the second week of April. While in family, the locals prepare the best meals for family reunion, there are plenty of activities on the street ranging from Buddhist celebration to musical shows.
As a traveler, you should prepare to get wet as the Burmese will shower all the visitors by their pipes, water gun. It is one of the best moments to get fun with the local.

Myanmar Weather in April

With no rain expected for the whole month, you can expect beautiful weather condition for any travel in Myanmar. There is still a chill winter in the high mountain areas like the foothill of Himalaya range. 
For beach goers, the day time witness the temperature up to 40 degree and drops down to 28 or so in the evening. 

Notices for Travel in April

As the Burmese New Year approaches this month, it is recommended to book all the services in advance. If you travel during the Thingyan festival, it is a must to book all the services needed even the restaurants to avoid any unexpected surprises.
Travel agencies, ticketing offices will close at least 3 days during the new year.
